The funding phase of the following projects has now expired and the Consortium has taken over the tasks in ongoing operation.

Monitoring

In the area of monitoring, the Consortium cooperates with the participating institutions, with OpenAPC as well as with Forschungszentrum Jülich (Open Access Monitor).

Publication lists

In accordance with the recommendation of the Delegation Open Science (DelOS) of swissuniversities, the Consortium delivers metadata of articles published within the framework of the transformative Consortium agreements Open Access once a year to the OpenAPC initiative. Members and customers can access this data in detail on SharePoint.

About the National Open Access Monitoring (NOAM) project

Logo Swiss Open Access MonitorThe National Open Access Monitoring project went live in October 2022. The aim of the Swiss Open Access Monitor is to collect data on open access shares and make it accessible via the dedicated website Swiss Open Access Monitor.

This meets the requirement of swissuniversities and its members to measure the degree of fulfilment of the Open Access strategy, which aims to ensure that all publicly funded research is Open Access by 2024. The location of the project at the Consortium of Swiss Academic Libraries ensured the involvement of all members of swissuniversities and the Swiss National Science Foundation (SNSF). The project was intended to provide important information for the negotiations on Open Access agreements conducted at consortial level or in collaboration with swissuniversities at national level (Big Deals). The swissuniversities “Open Science” programme and the Consortium were funding the project on a 50/50 basis.

Aims of the project

  1. Collect data on publications to determine the Open Access share.
  2. Make Open Access shares and data accessible.
  3. Ensure the future provision of the National Open Access Monitoring.

Specialist position for Open Access

To build up the expertise for concluding agreements with Open Access components, a specialist position “new models for licencing and publishing / Open Access” was funded in the Consortium for four years. The project has now ended, and the resulting tasks have been integrated into the ongoing operations of the Consortium.

Aim of the project

The aim of the project was to analyse developments in the publication market and to support the introduction of new licensing models, especially those with Open Access components. The project was funded 50% by the Conference of Swiss University Libraries (KUB) and 50% by the “Scientific information” programme of swissuniversities.

Main tasks

The main tasks of the specialist position in the Consortium were related to the Swiss national strategy on Open Access and included the following focal points:

  • Analysis of national and international developments in the academic publishing market.
  • Analysis of the current forms of communication in the academic context, including Open Access.
  • Evaluation of new models for licencing, e.g., offsetting-models to avoid “double-dipping“.
  • Evaluation of alternative Gold Open Access models.
  • Negotiation and introduction of new licencing models, particularly including Open Access components.

SwissCOSS

Support of international Open Access infrastructures

The SwissCOSS project established a national consortium for Open Access infrastructures through membership of the globally active Sustainability Coalition for Open Science Services (SCOSS). The project was coordinated by the Consortium’s specialist position “new models for licencing and publishing / Open Access”.

DOAJ and Sherpa/RoMEO

SwissCOSS focused on supporting the two Open Access services Directory of Open Access Journals (DOAJ) and SHERPA/RoMEO (SH/Ro) by forming a consortium. Both services were successfully evaluated by SCOSS in 2017 and have a support concept with development goals for the coming years. DOAJ and SH/Ro have become indispensable services for researchers, libraries, and research funding organisations in the context of Open Access.

Establishing support for Open Access infrastructures as products at the Consortium

In addition to DOAJ and SH/Ro, members and clients of the Consortium will also support the Open Access service providers from the second funding cycle of SCOSS from 2021. An overview of all funded service providers can be found in our product database.
